DEATH OBITUARY : Richard Pennington, former Atlanta police chief, has died

Richard Pennington, the former Atlanta police chief who served throughout the administration of Shirley Franklin, has died. He was 69.
The New Orleans Times-Picayune reported that Pennington died Thursday.

Pennington, who came to Atlanta in 2002 after leading the New Orleans police department, left the department in 2010 after Franklin left office.
During his tenure, Pennington was credited with a drop in Atlanta’s crime.

Richard Pennington implemented the Comstat system in New Orleans, which is still in use today. Comstat helps the Police Department zero in on specific, crime-ridden areas in the city and deploy officers where they are needed most. He was 69 years old.

He implemented sweeping anti-corruption measures and reorganized the department. Under his leadership, nearly 350 unethical officers were indicted, fired or replaced. He was instrumental in a major drop in the murder rate, from a high of 424 in 1994 to 158 murders in 1999.
"He will be one of the most well-remembered leaders of the American policing profession for generations to come," Serpas said.

Louis La Guardia III Condolences to his family. I remember his run for mayor 15 years ago. I still think in hindsight that Nagin was the better choice. Pennington was too joined at the hip with Marc Morial.
Irma Russell This guy was brought into NOPD and put a name to what the Police were already doing and people thought he was wonderful. The NOPD back then were already "community policing".
